Program delivery update: Occupation-restricted open work permits (C90) and Bridging open work permits (A75)

On June 16, 2024, the ministerial instructions (MI) were amended for the Home Child Care Provider (HCCP) and Home Support Worker (HSW) pilots for caregivers applying for permanent residence

  • to reduce the work experience requirement under the 2 caregiver pilots from 12 months to 6 months
  • for the gaining experience category
    • to accept work experience gained outside Canada
    • to accept work experience gained up to 36 months before the application is made until the date that the applicant demonstrates they have acquired the work experience and
    • to clarify that applicants have only 1 opportunity to submit their work experience to IRCC for a decision on their permanent residence application

Changes to the foreign worker instructions were made to include situations where an applicant for permanent residence under the HCCP and HSW pilots meets the work experience requirements before receiving their occupation-restricted open work permits. Other changes were made throughout the instructions to reflect the new MIs (issued in June 2024).

Changes to the bridging open work permit A75 instructions were made to reflect the new MIs related to the HCCP and HSW pilots.

For non-Express Entry Provincial Nominee Program applicants, the instructions were updated under “Documentary evidence” to clarify that the applicant does not receive the stage 1 decision letter.

Changes were made under Specific eligibility – Quebec skilled workers to include Quebec investors who applied for permanent residence and received a completeness check letter from IRCC.
